Putnam County Environmental Health Services provides public health protection and safety services. Its services include land development, public water supply, temporary shelter operations, solid and hazardous waste disposal and health education. The department also offers various water pollution control services, which include investigating spills, identifying pollution sources and monitoring sewage treatment. Its smoking and tobacco program restricts smoking in public places and controls sale of tobacco products to minors. The department also manages swimming pools and municipal bathing beaches. Putnam County Environmental Health Services enforces the Putnam County and New York State sanitary code, rules, regulations and guidelines. Its office is located in Brewster, N.Y.

CLUSTER Community Services is a private, non-profit, 501 (c) (3) multi-service agency located in Yonkers, New York. Since 1975, CLUSTER has been providing a broad range of programs and services designed to meet the needs of residents of Westchester and most recently Rockland County. CLUSTER provides services in these four core program areas: Mental Health Residential Services This program provides transitional supervised home-like housing facilities as well as permanent supported housing units to individuals with psychiatric disabilities. These individuals receive rehabilitative support services to gain or maintain the skills needed to live as independently as possible. Our Mediation Centers provide the highest quality dispute resolution and training to residents and businesses in Westchester and Rockland Counties. Our mediators are trained and certified under the auspices of the NYS Unified Court System and our areas of expertise include community disputes, Custody/Visitation, Divorce, Restorative Justice, school based programs and Eviction Prevention. The focus of Youth & Family Programs is to improve the lives of children and families by providing academic support, enrichment activities, and youth leadership and development programs.
