About Samaritan Counseling Center The Samaritan Counseling Center had its beginnings in 1970. It was founded by the First Congregational, United Church of Christ in Appleton, Wisconsin. At its inception, our agency was called the Appleton Pastoral Counseling Center and later incorporated as the Fox Valley Pastoral Counseling Center.
