I would give no stars if that were an option. I have called the Martinsburg branch continuously for over 35 minutes and they don't answer their phones. Their service is wretched. Their staff...

No one can help you when you walk in because you need an appointment. When you have an appointment they can't help you either, because "they just see people as they come in."
