JCPenney is a nice place to find dress clothes and in my opinion they have a nice selection of petites sizing. Nice spacious location at the Grand Central Mall.

The dressing rooms are so filthy I couldn't take my shoes off to try on pants. It is also like an oven in here. Not a pleasant shopping experience.
