Whitmore, William, Harvey, Jr MD

Originally from Miami, Dr. Horton came to Norfolk for her residency at CHKD. She fell in love with pediatric medicine during medical school when she discovered the unique role a pediatrician can play in a child's life. She strives to provide the best care for the children and families she has the privilege of treating.

Dr. Mitchell arrived at Eastern Virginia Medical School and CHKD in 1992, joining the fledgling Center for Pediatric Research. He advanced to the academic rank of professor of Pediatrics at EVMS in 2006. After 12 challenging and exciting years in full-time academics conducting research on infectious diarrhea and pediatric immunizations, he returned to his origins of providing general pediatric care and loves seeing patients every day. He is the medical director for the 18 practices in the Children’s Medical Group, a role he has served since 2014. This role provides clinical leadership for strategic planning, quality improvement, community relations and program development.

Dr. Charisse Carter is a pediatrician at Norfolk Pediatrics in Norfolk, Virginia. Dr. Carter believes that it's her responsibility as a doctor to work with each family to achieve their goals, and hopes to be a parent's best resource for their child's growth and development so that they may make informed decisions.
