Sarah Mahmoud, OD

Dr. Walter Whitley is the director of optometric services at Virginia Eye Consultants and serves several important roles including consultative eye care, clinical research, practice development and the supervision of an extensive referral network. He is a 2002 graduate of Pacific University College of Optometry and completed a residency in ocular disease, refractive and ocular surgery at Eye Care Associates of Nevada. In 2009, he completed his master’s in business administration for the University of Nevada, Reno. Prior to joining Virginia Eye Consultants, Dr. Whitley served as medical optometrist for Eye Care Associates of Nevada in the Reno and Las Vegas offices and helped develop one of the largest optometric referral centers in Nevada.

Dr. Halee Alleman has completed externships in order to develop her passion for treating ocular disease, including programs at the Perry Point VA Medical Center in Maryland, Community Health Centers in Worcester, Massachusetts, and here at Virginia Eye Consultants. Dr. Alleman is originally from Shippensburg, Pennsylvania and is excited to have settled down in the Virginia Beach area. She is a United States Army veteran who has served eight years in the Pennsylvania National Guard. She enjoys an active lifestyle, including distance running, CrossFit, and snowboarding in the winter. Her spare time is well spent reading and playing with her dog at the beach.

After graduating from the Rosenberg School of Optometry, Dr. Panda completed her residency at Virginia Eye Consultants before joining the practice full-time in 2022. Prior to her residency at Virginia Eye Consultants, Dr. Panda completed several clinical internships including retina, ocular disease, glaucoma, refractive and ocular surgery perioperative management, low vision, neuro-optometric rehabilitation, visual neurophysiology and electrodiagnostics, pediatrics, vision therapy, sports vision, contact lenses and primary care. In optometry school, she participated extensively in peer education and leadership by serving as a clinical teaching assistant, academic tutor and earning membership in the Gold Key International Honor society.
