The Infant & Toddler Connection of Virginia (ITCVA) is the state's early intervention system dedicated to supporting infants and toddlers aged 0-36 months who have disabilities or developmental delays, as well as their families. These services are designed to enhance children's participation in family and community activities that matter most to them, while also equipping parents and caregivers with effective strategies to facilitate learning through everyday routines.

Since 1987, the Virginia Department of Behavioral Health and Developmental Services (DBHDS) has served as the Lead Agency for the implementation of early intervention services under the Individuals with Disabilities Education Act (IDEA). Importantly, all eligible children and their families can access these supports and services regardless of their ability to pay, ensuring equitable support for developmental needs across the state.
