The North Harris County Regional Water Authority (NHCRWA) was established in 1999 to secure a long-term, reliable supply of wholesale drinking water for neighborhoods, municipal utility districts, and small municipalities in the region. Through the sale of revenue bonds and pumpage fees, NHCRWA funds infrastructure projects to comply with groundwater reduction mandates and deliver surface water to its constituents.

As the single entity empowered to negotiate for water supply in its boundaries, NHCRWA has successfully implemented a Groundwater Reduction Plan, secured a long-term water supply contract with the City of Houston, and constructed the necessary transmission and distribution infrastructure. Development of an emergency preparedness ( disaster ) plan ( must include provision for drought contingency as well as other disasters ) for: District Development and implementation of an action plan to facilitate the conversion to surface water use as outlined by state parameters. Development of composite maps of Fort Bend Municipal Utility District No. 25 to include district boundaries, equipment location and overlays outlining primary and sec secondary trunks and lines. Development and implementation of a preventive maintenance program for equipment and underground lines. Development and implementation of an action plan to stimulate and facilitate district expansion and annexation above the presently planned 3000 connection ceiling.
