The Douglas Cherokee Economic Authority Head Start and Early Head Start Program, established in 1965 by Rose Hill, serves income-eligible children ages 0-5 across eight counties in East Tennessee, including Blount, Cocke, Grainger, Hamblen, Jefferson, Monroe, Sevier, and Union.
