The Office of Open Records was created in 2008 by passage of Pennsylvania's Right-to-Know Law (Act 3 of 2008). As an independent, quasi-judicial agency, the OOR is authorized to hear and decide appeals from requesters who have been denied access to records by state and local agencies. The OOR also provides training on the RTKL and Pennsylvania's Sunshine Act.
The mission of the Office of Open Records is to enforce the state's Right-to-Know law and to serve as a resource for citizens, public officials and members of the media in obtaining public records of their government.
