Legal Aid of Southeastern Pennsylvania ( LASP ) is a non-profit Pennsylvania corporation committed to delivering high quality civil legal services to low-income people, victims of domestic abuse and the elderly living in Bucks, Chester, Delaware and Montgomery counties. It was created in January 1, 2001 to take over the operations of the four former legal services programs in each of those four counties: Bucks County Legal Aid Society, Montgomery County Legal Aid Service, Legal Aid of Chester County and Delaware County Legal Assistance Association. LASP Services LASP provides legal services typically in the areas of landlord/tenant disputes, public housing, utilities, consumer problems including foreclosures and sheriffs' sales, bankruptcy, denial or termination of government benefits such as welfare, Social Security and unemployment compensation, protection from abuse, custody, child dependency, divorce, license suspension and elder law issues. While most of these kinds of cases are handled in all locations, there are currently some differences between counties in the kinds of services provided. The services rendered in these areas can consist of information and advice, drafting of legal documents, and negotiation and representation in administrative and judicial proceedings. LASP also engages in community legal education ( see the Community Education page ) through talks and presentations to client and social service staff groups, accompanied by the compilation and distribution of brochures and other written materials on a wide variety of civil legal issues. In order to make LASP services easily accessible for the public and potential clients, LASP operates a toll-free telephone Helpline for residents of the four county region. Helpline staff determine the eligibility of the caller for services, provide information and advice in response to caller questions and concerns, direct them to to the local office for extended representation if needed, and/or refer callers to other agencies and organizations for help if appropriate. This includes federal funding from Legal Services Corporation, state money from the PA Department of Public Welfare, grants from the Interest on Lawyers Trust Account program, monies from three United Way organizations, contributions from private attorneys and bar associations in all four counties, contracts with area agencies on aging and money from private foundations in the region.
