The Ashtabula County Auditor s Office is responsible for assessing real property for taxing purposes. It is also responsible for the county payroll and has other statutory accounting responsibilities. Additionally, the auditor s office is responsible for the distribution of tax receipts through a settlement process to cities, villages, townships and other governmental subdivisions within the Ashtabula County. Its other areas of responsibilities include the issuance of licenses for dogs, kennels, vendors and cigarettes. The Ashtabula County Auditor s Office, in addition, is responsible for administering the tangible personal property tax laws. It keeps an accounting of special assessments, such as ditch assessments and improvement levies, including street paving, curbs, lighting, sidewalks, sewer and water lines. The office is located in Jefferson, Ohio.

Ashtabula Public Library is a full-service center offering a range of educational materials. Based in Ashtabula, Ohio, it provides a plethora of study materials and books. It also offers various activities and programs for adults, teens and youth. Some of its programs include Benefits for Temporary Job, Practical Keyboarding, Finding Hidden Money at Home and Wi-Fi Security, to name a few. The library also provides youth service game room for younger as well as older children. Some of its games for older children include Java Reversi, battleship, hangman, kid-netic and Kids Art Jigsaw Puzzle. Ashtabula Public Library has affiliations with Ohio Library Council and American Library Association, among others.

The Trumbull County Bar Association was founded in 1879 by it's first president, George M. Tuttle. It has grown to its present size of 374 members It's offices were in the Trumbull County Courthouse until 1997 when it moved to Harmon St., in Warren, Ohio.
