The Portland Guadalajara Sister City Association (PGSCA) is a nonprofit organization dedicated to creating and strengthening partnerships while fostering goodwill between the cities of Portland, Oregon, and Guadalajara, Mexico. Founded in 1983, PGSCA focuses on international grassroots and community initiatives that benefit both cities through arts and culture, humanitarian assistance, youth and education, and economic development and sustainability.

These folks don't know the meaning of the integrity of their word. For weeks leading up to the opening of the Cinco de Mayo festival at Waterfront Park, they prominently posted on their web site...
