CAPECO (Community Action Program of East Central Oregon) is a 501(c)(3) private non-profit organization dedicated to assisting individuals and households in need by addressing the causes and conditions of poverty. Through direct service delivery, partnerships, and advocacy, CAPECO aims to enhance well-being, dignity, and justice for residents of Gilliam, Hood River, Morrow, Sherman, Umatilla, Wasco, and Wheeler counties in Oregon.

With a focus on four key social service needs, including independence, food and nutrition, housing, and youth emergency programs, CAPECO provides a range of services to income-eligible individuals and households. These services include assistance with food, rent, power bills, water and sewer, as well as programs for homeownership, energy efficiency, and weatherization. CAPECO envisions the success of every youth, adult, and senior in the region, striving to eliminate poverty and promote independence through education, employment, and resource sharing.
