The Sandusky County Health Department works to prevent diseases, disabilities, injuries and premature deaths for individuals of all ages. It offers health assessment and medical status monitoring, as well as preventive services for various health risks. The department develops and implements health policies that support and encourage improved health status. It organizes a range of public health awareness and educational seminars and workshops. The Sandusky County Health Department operates a teenager pregnancy prevention program that utilizes several teaching tools, such as Empathy Belly, which is a garment that enables wearer to temporarily experience more than 20 symptoms of pregnancy, including bladder pressure, restricted breathing, fetal kicking and increased body temperature. The Sandusky County Health Department is located in Fremont, Ohio.

The Northwestern Water & Sewer District ( "District" ) is a regional water and sewer district chartered under section 6119 of the Ohio Revised Code. Organized in 1994 to take over the water and sewer operations of the Wood County Sanitary Engineer, the District is specifically intended to meet the following goals within our service area:The District provides reliable, high-quality water and sewer service to our customer base in townships and municipalities in and around Wood County. By combining systems to share operation and maintenance costs, the District is able to provide professional management and experienced service personnel throughout our service area.

Approximately 1,500 state, city and county employees work in the building. The building is named in honor of Michael V. DiSalle, who was elected Governor in 1958.
