Ross County, established on August 20, 1798, was formed under the proclamation of Arthur St. Clair, the Governor of the Northwest Territory. Originally encompassing a large portion of what is now Ohio, it underwent size reductions following the establishment of Franklin County and other counties in 1803.

Chillicothe, the present county seat, holds historical significance as it served as the capital of the Northwest Territory and the first capital of Ohio from 1803 to 1816. The county is named in honor of James Ross, a close friend of Governor St. Clair, despite some advocating for Nathaniel Massie, the area's surveyor, to receive the honor.
