Work First Employment Service
Work First Employment Service is a program developed by the North Carolina Department of Health and Human Services to provide temporary assistance for needy families. Operating in all 100 counties of North Carolina, the program offers cash assistance primarily for children, with services and benefits delivered by county departments of social services agencies. Electing counties have additional flexibility in program design, while standard counties follow the policies outlined in the Work First Manual.
Through a broad range of public, private, and nonprofit groups, Work First aims to achieve measurable statewide outcome goals and performance measures. Children aged 17 or younger, as well as minor parents who meet specific requirements, are eligible for Work First benefits. County departments of social services are responsible for providing various services to families with income at or below 150 or 200 percent of the federal poverty level.
