The Smart Start of New Hanover County (New Hanover County Partnership) is a legally separate nonprofit organization incorporated on April 18, 1995. The New Hanover County Partnership was established to develop and provide, through public and private means, early childhood education and developmental services for children and families. The New Hanover County Partnership is tax-exempt as an organization described in Section 501(c)(3) of the Internal Revenue Code.
