The Targeted Accessibility Fund of New York, Incorporated (TAF) was established in 1998 by the New York State Public Service Commission (PSC) to ensure proper funding by telecommunications carriers for various targeted programs defined by the PSC, including Lifeline, E911 emergency services, Public Interest Pay Phones, and the Telecommunications Relay System.

TAF operates on an explicit, competitive basis, and its funding is administered by the New York Intrastate Access Settlement Pool, Inc. All certified telecommunication carriers doing business in New York State are required to participate in TAF, obtaining a TAF identification number to comply with the state's public service regulations.
