El Rio, a part of the Osborne Association, provides rehabilitation programs and substance abuse treatment to parole violators and felony defendants involved with the criminal justice system as an alternative to incarceration. It accepts referrals from judges, prosecutors, probation and parole officers and community-based organizations. The programs offered by the center include acupuncture and art therapies, educational presentations on chemical dependency and the criminal justice system, vocational counseling and drug treatment programs. It also offers a variety of services, including nutritional support, herbal medicine, individual assessments and counseling, therapeutic support programs and recreational therapies. The additional services offered by the center include urine testing, HIV screenings, evaluations and referrals for ancillary services and health counseling. El Rio is located in Bronx, N.Y.

The Population Council, an international, nonprofit, nongovernmental organization, seeks to improve the well-being and reproductive health of current and future generations around the world and to help achieve a humane, equitable and sustainable balance between people and resources.
