Founded in 1951, Claims Conference, also known as Conference on Jewish Material Claims Against Germany, negotiates for the return of Jewish-owned properties. It maintains funds for the relief, rehabilitation and resettlement of Jewish victims of the Nazi persecution. The organization administers individual compensation programs for Shoah survivors. It also administers allocations from the German Foundation and the Swiss Banks Settlement. Claims Conference manages The Hardship Fund, which was established in 1980 and provides a one-time payment to Jewish victims. It is also involved in the establishment of the International Commission on Holocaust Era Insurance Claims (ICHEIC) in order to resolve disputes over unpaid insurance policies issued by European insurance companies to Holocaust victims.
