Public Participation in Highlands Council Activities: The Highlands welcomes input from all parts of the public - individuals, businesses, municipal and county government officials and agencies, and non-profit organizations. All Council meetings and Council Committee meetings are open to the public except when personnel, legal, contractual or other confidential matters are discussed. At each Council and Committee meeting, before a vote is taken, public comments are solicited on the matter that will be voted upon.
