About Forest Resources Council In 1995, the Minnesota Legislature enacted the Sustainable Forest Resources Act ( SFRA ) to promote the sustained use and enjoyment of Minnesota's forest resources. The SFRA establishes a number of innovative policies, programs, and administrative mechanisms that focus on both site and landscape-level forest resource management.
