Maybe a 3. As mentioned in other comments, don't go late as they close early. When we got the visa, there was only 1 staff present, and she was able to get everything sorted if you came prepared....

It's in the same area/building as almost all the other consulates in Boston. Convenient location near the Arlington T stop. I would recommend going in early in the morning. They are open at 8:30....
