I have pictures validating 50 degrees temperature in restrooms, 4 foot icicles hanging over entry way from three floors above. They do not maintain a safe or healthy environment!!

Absolutely shameful! Although we know only one side of the story, I cannot imagine what the other side could say to get them out of this hot water!!! I tried to let them explain, to no avail....
