He moved to Baltimore and became chief underwriting counsel to Real Estate Title Company, the sole Baltimore Agency of Lawyers Title Insurance Company at that time, as well as becoming a partner of the law firm of Neubauer and DeLuca practicing in real estate, secured lending and commercial transactions. Later, he represented lending institutions in Baltimore in commercial transactions, banking regulation, creditor's rights and bankruptcy while practicing with the law firm of Power and Mosner, Towson, Maryland.
