Baltimore HealthCare Access, a quasi-public agency of the Baltimore City Health Department, was established in 1997 to assist with the transition of Medicaid fee-for-service to managed care. Based in Baltimore, BHCA assists residents and their health care providers in accessing and utilizing Maryland s HealthChoice Medical Care Program administered by the Maryland Department of Health and Mental Hygiene.
