Clinton County Children Services focuses on the prevention of abuse and neglect and responds to children and their families who are at risk of abuse and neglect through advocacy, education and professional services. It provides a variety of adoption, investigation, protection, and kinship and foster care services. Clinton County Children Services kinship care services include case management, home visits, referrals to legal services, respite care, transportation, and support groups for children and adults. It also administers a social work program that features intervention services for children and adolescents who are at risk of school failure due to personal, family, social, emotional and environmental issues. Clinton County Children Services is located in Wilmington, Ohio.

Community Development and Planning is a department that works under the government of Cincinnati. It works to provide economic and workforce and quality housing development, historic conservation, land use management, arts and cultural amenities and social services for residents. The department has a housing division that offers several housing programs and services to residential developers, renters, and homebuyers and homeowners. Community Development and Planning also offers various human services, such as emergency food and shelter assistance, after-school and tutoring, youth leadership development and education to teenagers parents. It additionally provides self-sufficiency training, individual and group counseling and AIDS education, as well as conducts adult and child abuse prevention programs. The department offers permits for fountain square and issues street vendors licenses. Community Development and Planning hosts various neighborhood development programs.
