History & Ownership Having been established in 1968, A. Leo Pelds Engineering Co ( A.L.P.E.C. ) has served as a civil engineering consulting and land surveying firm for 40 years. The Des Moines company was owned and operated by A. Leo Pelds until 1998, when co-ownership was assumed by his son and daughter, Voldemars Pelds and Ingrida Steinblums A.L.P.E.C. is proud to offer its clients more than 65 years of combined engineering and land surveying experience. The firm is presently staffed by three Professional Engineers, one Profession Land Surveyor, one Engineer in Training, one Land Surveyor in Training, three Engineering Technicians, one Surveyor and two clerical staff members.
