Hawaii Employers Mutual Insurance Company has become the model provider of workers' compensation insurance in Hawaii through innovative, responsive partnerships with its customers, agents and each other. On June 19, 1996, the governor of the state of Hawaii signed into law HB 3968, HD2, SD1, CD1, A Bill For An Act Relating To Workers' Compensation Insurance. While no system is likely to please all of the many constituencies that have a stake in the workers' compensation system in the state, the reforms established by previous legislation and the creation of HEMIC represent a positive step in attempting to actively address Hawaii's workers' compensation problems. HEMIC replaced the existing workers' compensation assigned risk pool to provide workers' compensation coverage for Hawaii employers, including employers who have in good faith, but without success, sought workers' compensation insurance in the voluntary market.
