They offer you a locked in rate for and it not supposed to increase and not even 3 months later there raising my rent. When I called he said in 6 months the raise it however its been only 3!!!...

This company reserves the right to randomly increase your rent as long as they give you notification, whether or not that notification gets to you. You apparently have no right to dispute this...
