NHSIE is an affiliate of NeighborWorks America, established by Congress in 1978 to increase the capacity of local community-based housing organizations to revitalize their communities, improve housing opportunities for working families, and develop partnerships with residents, local government, financial institutions, and the business community to strengthen and improve neighborhood quality of life. NHSIE was founded in 1981 by Leonard Davenport, Luis Navarette, and Jack Hill, three World War II veterans, who wanted to make homeownership available to African Americans in San Bernardino. From these humble beginnings NHSIE today serves low to moderate income first-time home buyers, current homeowners, neighborhoods, and the business community by providing comprehensive home buyer education opportunities, redevelopment services, home maintenance workshops, neighborhood clean-ups, resource referrals, one-on-one counseling, and housing industry events and conferences to residents and industry specialists throughout San Bernardino and Riverside counties. Governance is provided by the 11-member Board of Directors, which is comprised of housing industry leaders, local residents, and financial specialists.
