The City Manager's Office makes recommendations to the council on legislation, fiscal matters, capital improvements and other city policies. It oversees the responsibilities of the communications officer and the intergovernmental relations office. The office conducts municipal programs using latest business methods of financial planning and personnel management. The City Manager's Office offers administrative direction to the city's executive directors and manages the activities and operations of the city. It enforces laws, as well as deals with the economic development functions of the city. The City Manager's Office is operated by the city of Riverside, Calif., which additionally maintains community development, historic resources, public safety and public works departments.

The Vista Fire Department provides public safety and fire protection services. Services include fire fighting, rescue, hazardous materials incident responses and emergency medical services with emergency transport. Additional services include fire personnel training and community disaster preparedness. Fire prevention activities include inspection, code compliance, community protection planning, public education for fire survival and abatement of weed hazards. The mission of the department is to minimize deaths, injuries and property loss by taking all feasible action to prevent fires and, if they occur, to extinguish them promptly, and to provide advanced life support and emergency medical transportation for the community. Established in 1928, the Vista Fire Department is located in Vista, Calif.
