Power Scuba started out as a small effort by scuba enthusiast and ocean advocate Bill Powers. The concept of a no-dues, non-profit group that fights for the health of the ocean caught on quickly and the group grew so rapidly Bill filed Articles of Incorporation in January of 2011 and received confirmation from the IRS of charitable, non-profit status a short time later.
