PierPASS Inc. is a not-for-profit organization formed by members of the West Coast MTO Agreement, representing container terminal operators at the Port of Los Angeles and the Port of Long Beach. Established to tackle issues such as congestion, air quality, and security, PierPASS launched the OffPeak program in 2005 to alleviate severe cargo-related congestion in local areas.

The OffPeak program introduced regular night and Saturday work shifts to facilitate truck deliveries and pickups at the 12 container terminals, effectively doubling the ports' capacity without taxpayer funding or lengthy infrastructure projects. To incentivize participation in the OffPeak shifts, a Traffic Mitigation Fee is required for most cargo movements at the two ports.
