The Humboldt County Association of Governments (HCAOG) is a Joint Powers Agency that serves as the Regional Transportation Planning Agency (RTPA) and the Service Authority for Freeway Emergencies (SAFE) in Humboldt County, California. Comprised of seven incorporated cities and the County of Humboldt, HCAOG is responsible for the programming of state highways, local street and road improvements, public transportation resources, and the roadside call box program. With a mission to develop and maintain a well-coordinated, balanced, and safe multimodal transportation system, HCAOG works towards providing efficient access to cities, communities, recreational facilities, and adjoining regions.

Operating through a multi-layered committee structure, the HCAOG Board of Directors, consisting of elected officials from the region's governing bodies, serves as the final authority for all decisions related to transportation planning and programming. In addition to its role in transportation planning, HCAOG also prepares and implements the Regional Transportation Plan (RTP) and oversees various projects and initiatives, such as the Dan Burden Walkability Audits, Transit Development Plan, and the Humboldt Bay Area Bike Map. Through its efforts, HCAOG aims to create a balanced multimodal transportation system that encompasses highways, public transit, aviation, marine, railroads, recreation, bicycle, pedestrian, and utility systems.
