The Humboldt County Association of Governments (HCAOG) is a Joint Powers Agency that serves as the Regional Transportation Planning Agency (RTPA) and the Service Authority for Freeway Emergencies (SAFE) in Humboldt County, California. Comprised of seven incorporated cities and the County of Humboldt, HCAOG is responsible for the programming of state highways, local street and road improvements, public transportation resources, and the roadside call box program.
