El Toro Water District was founded in 1960, and the first raw Colorado River water was delivered in 1962. It acquired Laguna Hills Water Company and Laguna Hills Sanitation in 1983, and the El Toro Water District became a fully integrated water and sewer operation. The utility provides customers a safe, adequate and reliable supply of water and wastewater service in an environmentally and economically responsible way. El Toro Reservoir is the largest covered drinking water reservoir in Orange County, Calif.

Robert and Jorge did an excellent job turning on my water! They came by so quickly after I called the El Toro company asking them for service, and it took them less than a couple of minutes to do so.

Very expensive!! This company is charging left and right, it add up with convenience fees . I set up autopay using my bank but still get charge with convenience fee. Just moved here about a year...
