Formed in 1954, East Valley Water District is a County District which was originally called the East San Bernardino County Water District. The district provides domestic water services to the unincorporated and agricultural-based communities of Highland and East Highlands. It has a service population of approximately 65,000 and collects no tax money. The East Valley Water District provides water services to San Bernardino and surrounding territory. The district operates with a large number of pipelines, wells, pumping stations, as well as a treatment plant.
