So I live in a home that was foreclosed on and under our lease utilities were covered by the owner. We never had access to to any bill provided by the DWP Well as the property switched hands...

The worst! They have the most antiquated online billing system and take no responsibility for not letting me know that my payment was not going through except to charge me $25 each time I missed...
