OC Partnership Then Shelter Hunger Partnership was started in July 1998 when Jim Palmer, Executive Director of the Orange County Rescue Mission and other Executive Directors of Orange County shelters agreed that the County needed a non profit partner to assist with coordination and planning of Continuum of Care activities. This public-private partnership was critical to the success of the Continuum's ability to model the national structure of HUD's vision of integrated local systems of care. The focus of this new agency would be to serve as a liaison between government agencies and non profit service providers and to act as a singular voice to represent the issues of the non profits. Modeled after the Shelter Partnership of Los Angeles, the Shelter Hunger Partnership of Orange County's original mission was to prevent and reduce homelessness and hunger in Orange County through leadership, development, education, advocacy, and planning. Shelter Hunger Partnership brought together the non-profit, educational, faith based and public sectors to coordinate homeless service activities. In the early years, Shelter HP provided a resource bank, research and planning services, training and technical support and served as a fiscal intermediary. The original collaborative members were Biola University, the County of Orange, Infolink ( now 211 Orange County ), Home Aid Orange County, Irvine Temporary Homes ( now Families Forward ), Precious Life Shelter, Anaheim Interfaith Shelter, the Disney Resort and the Center for Non-Profit Sector Research. OC Partnership Now OC Partnership works directly with nearly 200 agencies by serving as a liaison between non-profits, local, state and federal government agencies and other private and public funding sources. Additionally, OC Partnership provides technical assistance in relation to strategic planning, resource development and distribution, capacity building, fund development assistance, community partnering and collaboration building, training, effective advocacy and leadership development.
