In 1938 a small group of employers formed the Valley Employers Association in Fresno for the same purpose. CEA became, in effect, the human resources department for its members. CEA and CAE Services, Inc are both governed by a volunteer board of directors comprised of representatives from member businesses. The boards provide policy direction in the carrying out and expansion of human resource and labor relations services to members. While many nonprofit membership organizations primarily provide information to their members, CEA goes an important step further.
